Date of Activity: 12/28/2006
Duration of activity: 9.5hrs
Description of
Activity:
ARES District 24 has effectively been activated since 1330hrs local on 12/28/2006. We have been manning the Douglas County EOC since 1400hrs local.
The Red Cross shelter at Lincoln & Yosemite (tactical
"
The shelter at the Douglas County Fair grounds, called Kirk Shelter, was opened at 1700hrs local. The shelter was manned by Mark, WØBG. Red Cross had no available personnel to man the shelter and it was subsequently closed at 1955hrs local. The shelter had no customers at that time.
A number of messages were passed to keep logistics at the DC EOC informed about inventory of cots, blankets, food and customers.
After discussion with Logistics at the DC EOC at 2200hrs local, it was decided to stand down ARES/RACES District 24, since it made little sense to keep a group of individuals deployed throughout the night for one customer in one shelter. Communications were in good order at that time with backup capacity. Personnel from Lincoln Shelter were asked to stand down at 2210hrs. The DC EOC ARES team remained on duty until all participants had arrived home safely, after which the DC EOC ARES team was sent home as well around 2300hrs.

Person hours of amateur
service:
39 hours, not including travel from and to served locations.
Goals of the
activity:
Quickly establish reliable amateur communications between DC EOC and shelter locations.
Were the goals
accomplished?:
YES
What went well:
Very quickly established a team to deploy to various locations. We had amateur communications capability from the DC EOC before it was officially open. Communications protocol was smooth and went very well. Everyone communicated in a very professional and well trained manner.
Cell Phone Text messaging really helped getting initial resources in place with very little effort.
What needs
improvement:
It was fairly tough to come up with recources for future shifts, also due to the holiday season and a bit as a result of fragmentation of resources (State EOC and D24 pulling from overlapping pool of resources). Thanks to Donita, KCØSWX, I was able to get my future shifts staffed.
Headphones at the DC EOC need to be looked at and replaced if necessary. Wireless pair was not working, which left us with a pair that was less than desirable, but functional.
Additional training
needed:
Everything went smooth. I did not identify any gaps in knowledge that could be candidates for future training. Our mission was very straightforwarded and we executed it well.
