Saturday, September 26, was D24's annual SET exercise. This year's SET was
based upon a multi-agency Douglas County table top exercise that was held on
the previous Thursday, and was based on a train derailment scenario. Douglas
County is a prime area for train derailments with more than 30 trains
operating through the county every day, carrying a multitude of products, many
of which are hazardous. D24 took the county's table top exercise and gave
it legs, making field assignments and carrying out communications activities.
District 24 members successfully operated from the Douglas County Sheriff's
dispatch center, a mock incident command post, two evacuation pickup points,
two shelter locations, and a mock Red Cross branch. Distict 24 successfully
established communications using the CRA's 147.225 repeater and packet radio.

To activate our roster just like in a real emergency, make assignments and
deploy to field locations, and successfully establish voice and packet
radio communications.

Members who participated in the exercise quickly set up their field
operations and created a reliable communications system.
- Areas needing improvement

Member participation was low, even though the SET date and time were
mentioned during weekly nets and in district e-mails, participation could
possible have been improved by mailing a flyer to our members a week before
the event. Part of the exercise tested participant skills in collecting
information and passing complete messages. We could have done a better job
at collecting details for requests made from shelters and other locations
involved with the test.

Our members need to be completely familiar with their equipment and
capabilities before they are asked to go to the field.
