ARESCO After-Action Report: Douglas County 911 Outage

  2. Description of activity
    • Damage to a major US WEST fiber cable in Douglas County caused a communications emergency where all 911 lines within the County were down and the Sheriff's department was unable to request mutual aid from other departments using landline facilities.

    • Provided facilites access to ARES/RACES operators. Agencies were on standby in the event that the Douglas County Sheriffs department needed to request mutual aid.

  10. Describe the Goals of the Activity
    • To establish communication links between served agencies using amateur frequencies, to provide a means of passing 911 and mutual aid related traffic.

  11. Did the Event Fulfill the Goals?
    • Yes, and done very well.

  12. What Went Well?
    • Our activation and participation of sister districts. Our deployment and the establishment of eight field operating positions within the first two hours of the mission.

  13. Areas needing improvement
    • Our net participation skills. Net participants need to learn to relax and to let carrier drop between transmissions whenever possible. This practice will make it easier for stations with priority traffic to place their calls.

  14. Lessons learned
    • It is very important to have contact information designed for quick lookup and kept handy. Our callout roster needs to have D14 contact information added to it. It is always a challenge to organize an ARES response during working hours. Members should keep more than just an HT in their vehicles. Some first responders with only HTs were limited on antenna, battery life, and output power.

    • Net Control and net participation.

  16. General comments
    • Good activation and mission. It was an amazing response created and put in place in a very short period of time. District 24 would like to thank our sister districts 14 and 22 for their support and hard work. They invested many hours and worked right along side of us in D24. This mission wouldn't have been possible without their help.
